Board of Directors Meeting of June 21st, 2003 at the Astral Winds camp at 'Rakis.
Meeting called to order by President Ben Glickler at 2:41 PM.
Members present were Andre Reyes (King Alucard), Ben Glickler (Randall), Allen Trujillo (Bear),
and Paul Heyser (Kurshan). This constitutes a quorum.
Also present were members of the populace Jason Hohenstreiter (GoldCrest), Bart (Ramiel), Astrianna,
Jason Chapman (Gorin), and Jerry Hardman (Valegorn), all of Astral Winds.
The Barony of Astral Winds (Fairbanks, Alaska) presented a binder containing their petition to be elevated to duchy status.
Ramiel offered to answer any questions about the petition.
GoldCrest discussed Astral Winds' commitment to doing their records by the book.
Kurshan asked why the bank account was empty early on.
- Members of Astral Winds answered that the account was created to fulfil requirements
to become a barony.
Randall asked how much cash the barony had and inquired about pre-Amtgard Amtgard.
- Kurshan answered that the barony had $225 listed in the records.
- GoldCrest said that since pre-Amtgard Amtgard was started, only one week has been missed.
Randall asked what sort of records backups existed.
- Members of Astral Winds answered that the records were kept on three computers.
- Members of Astral Winds answered that all offices were given binders to update during their reign.
- Discussion of the responsibilities of the offices followed.
Randall asked how long the land was a barony after noting that the petition indicated a desire to be elevated as of October 2003.
- GoldCrest said the land became a barony in October of 2001.
- Randall and Kurshan said that Astral Winds has served enough time to be elevetated to duchy immediately.
Ramiel offered to e-mail CD copies of the books and records to the Board of Directors.
Randall asked what sort of problems the land knew it had.
- Gorin said that the average age of the members was low with lots of under-18 people.
- GoldCrest said that it may seem like the core members run everything but they have actually been stepping aside, and have lots of new people eager to run the barony.
- Astrianna said there are also lots of core members ready to step down.
Randall asked if people under the age of fourteen could play.
- Members of Astral Winds said that their barony uses the Dragonspine standard, which allows them to play when their parents are present.
Randall asked if any Amtgard groups exist nearby and whether Astral Winds had good contacts with other Amtgard groups.
- GoldCrest said there are no other groups in Alaska, but they are preparing to try to build some shires in nearby cities.
- Gorin, GoldCrest and Ramiel said they their members are on lots of list, have visited Neverwinter, and are on the Electric Samurai.
- Gorin said that Astral Winds keeps up with current Amtgard events, and listed their discussion at an Althing of the Wetlands expulsion as an example.
Randall asked how many members of the land have traveled since Astral Winds' inception.
- Gorin said nine people went to 'Rakis 2003, six to last Clan, and six to the Clan before last.
- Gorin said all in all these travelers constituted fourteen different people.
Gorin raised the point that Astral Winds always tries to use Dragonspine rules and standards.
Randall asked whether Astral Winds has done any 6.1 playtesting.
- Ramiel and Gorin confirmed that 6.1 playtesting had occured.
- GoldCrest said the barony held a meeting where they went over the new rules line by line.
Randall asked the Dragonspine Board of Directors for input or questions regarding the Astral Winds petition package.
Alucard said the petition is outstanding and that he particularly liked the rewritten Astral Winds waivers.
Kurshan asked if Astral Winds ever had to purchase insurance.
- Astrianna said no insurance has been necessary for any of their events and that their waivers are normally sufficient.
Ramiel asked whether Astral Winds needed a PO Box, since it was very expensive due to Alaskan NPO laws and they had a mailing address already.
- The DSBOD agreed by consensus with Ramiel's concerns.
- Kurshan motioned to waive the PO Box requirements for Astral Winds in favor of allowing them to have a street address.
- Alucard seconded the motion.
- The motion passed 4-0.
- Randall stated that since this constitutes a change in Astral Winds' contract with Dragonspine, he will bring a resolution
to the next DSBOD meeting concerning this vote for the Board to sign and include in Astral Winds' and Dragonspine's records.
Goldcrest said that Astral Winds has had NPO status and EIN status since they were a shire.
Randall requested a break in the meeting for fifteen minutes so the Board could look over the petition in more depth.
The meeting adjourned at 3:08 PM.

Randall reopened the meeting at 3:28 PM.
Randall asked if anyone from Astral Winds had any final comments before the vote.
GoldCrest asked if it was okay to have the vote with just four Board members present.
- Kurshan and Alucard said yes, since we have quorum.
- Randall stated that as DSBOD president he was requesting a unanimous vote from the
members present, since four votes would constitute a majority opinion of the entire
board. There were no dissenting remarks.
Randall asked if there were any final comments from the DSBOD before the vote, and there were none.
Randall opened the final vote.
- Randall motioned that the Board recommend to the populace of Dragonspine that Astral Winds be found in good standing and deserving of promotion to duchy status.
- Alucard seconded the motion.
- The motion passed 4-0.
Randall noted that the contract required the king's approval for land promotion.
- Alucard cast his king's vote in favor of promotion of Astral Winds to duchy status.
Kurshan suggested that Astral Winds change their waiver, which says anyone under fourteen years old cannot play, since Astral Winds lets them play.
Randall motioned to adjourn the meeting.
- Bear seconded the motion.
- The motion to adjourn passed 4-0.
